Abstract

Managing complex emergencies requires rapid decisions in a context characterized by fragmented, heterogeneous, and constantly evolving information. In this scenario, the assessment phase plays a strategic role in supporting planning and operational response, helping to reduce decision-making uncertainty and manage the risk associated with information overload in the early stages of emergencies.
The article offers a reflection on the concept of assessment in emergencies, understood not as simple data collection, but as a structured and dynamic process of filtering, validating, and synthesizing information. From this perspective, the risk of an operational infodemic, generated by the proliferation of unstructured or non-contextualized information, is analyzed, which can compromise the understanding of the scenario and the effectiveness of decisions.

This framework illustrates the role of the National Fire Brigade and, in particular, of Topography Applied to Rescue, as an operational function capable of integrating field observations, spatial+ information, satellite data, and GIS and WebGIS environments, transforming geographic data into operational knowledge to support command.

Through the analysis of the assessment-planning-response cycle, the paper highlights how geographic information represents a common language for understanding the scenario and for building decision-making synthesis, underlining the importance of data quality and reliability over its quantity in the most critical phases of the emergency.
